KBR's Defense Systems Engineering business unit is seeking to hire a COMSEC Custodian with a Top-Secret security clearance to join our Critical Infrastructure Protection (CIP) Operating Unit. CIP provides expertise in the design, installation, and maintenance of Electronic Security Systems (ESS) and Utilities/Control Systems for the DoD, FAA, and Federal Law Enforcement.
Job Summary: We are seeking a motivated, career and customer oriented COMSEC Custodian to join our team in Washington DC supporting a large Naval COMSEC Account. Typical security related responsibilities may include enforcing and monitoring security procedures; ensures compliance with all aspects of the government and company security policies and procedures related to: physical access to buildings, room, couriers, clearances, packages and documentation. May develop and implement security procedures in coordination with management personnel. Investigates losses and security violations; may recommend corrective action. Maintains liaison with outside agencies and keeps upper management informed of all security activities. Ensures destruction of classified and company proprietary information in accordance with policies and procedures.
Duties and Responsibilities:
- The Alternate COMSEC Custodian is responsible for the administration and oversight of the local facility COMSEC account in the absent of the COMSEC Custodian.
- Responsible for the maintenance of up-to-date records and the submission of required accounting reports to the Navy Tier 1 and the National Security Agency (NSA) when required
- Manage COMSEC account in accordance with CMS 1 (series) and related Controlled Cryptographic Items (CCI) requirements
- Responsible for the receipt, transfer, accountability, safeguarding, and destruction activities and covering all COMSEC material that support multiple Local Elements Accounts
- Forecast, initiate and track government requests for cryptographic material in support of the command core and ad-hoc program support, ensuring availability access to requested materials
- Assisting with shipping CMS material weighting up to 50 pounds
- Perform firmware upgrades for INE devices listed on the COMSEC account
- Perform Field Tamper Recovery (FTR) when necessary
- Have a knowledge of the KG-175s, KY-99Ms, KG-250s, KIV-7Ms, STEs, OMNIs, Vipers, FNAC, FNBB, and FNBD equipment
- Programing and operating approved key fill devices KIK-11, KIK-20 and AN/PYQ 10
- Perform hands-on installation, maintenance, configuration, and troubleshooting of CCI equipment, as required
- Assist with the deployment of COMSEC equipment to include (configure, installing, cabling, keying, and inventorying) to include new projects, end of life equipment, and tech refresh.
- Perform Over-The-Air-Transfer of material via STE/Viper communications
- Provide training and COMSEC oversight of personnel at local and remote as it relates to COMSEC and CCI policies and procedures outlined in the COMSEC Account user Standard Operations Procedures (SOP)
- Oversee all COMSEC related investigation and comply with security procedures; investigate, prepare, and submit COMSEC incident report to multiple cognizant security authorities
- Oversee preparation for all COMSEC inspections, audits, and Staff Assistance Visits
- Conduct semi-annual physical inventory of all COMSEC material, ensuring continuous NSA requirements
- Perform initial and refresher COMSEC and Crypto briefings and provide employee training on processes and procedures
- Occasional travel is expected for this position (10-15%)
- Act as the Client Platform Administrator (CPA) performing System Administration on the KMI Management Client
- Perform the functions of the Command Authority (CA/CMDAUTH) responsible for the management of Modern Key ordering privileges
Basic Qualifications:
- Bachelor's degree.
- 4 years of relevant COMSEC Custodian experience using KMI system
- This position requires an active DoD TS/SCI security clearance that has been adjudicated in the last 5 years and the ability to obtain and maintain special accesses
Preferred Qualifications
- Must have strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information
- Must be adept at queries, report writing and presenting information
- Completion of the Navy COMSEC Custodian Course
- Detailed knowledge and demonstrated practical application of the Navy CMS 1 (series)
- Detailed knowledge of cryptographic material management operations, including use of the Key Management Infrastructure (KMI)
- Ability to apply knowledge of government security requirements to ensure program compliance in non-routine situations
- Certification/Training COMSEC certifications
- KMI MGC Operator Training
- DoD 8570.01-M IAT Level II Certification (CompTIA Security), or must be able to obtain within 6 months
- Proven ability to work within and across multiple project teams
- Excellent listening, writing, and verbal communications skills
- Knowledge of Cyber Security, Information Assurance, or Risk Management Framework concepts and applications
Basic Compensation:
Pay range: $94,400 - $141,600
The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.
Additional Compensation:
KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
