This is professional work conducting sanitary and safety inspections for the prevention of environmental related illness and injury in facilities that produce biomedical waste for compliance with 64E16 of the Florida Administrative Code (F.A.C.). The incumbent in this position also responsible for investigation of complaints of medical waste dumping in public areas, and the improper procedures in regulated facilities. The incumbent in this position is also responsible for activities involving the licensing body piercing and tanning facilities including inspections, complaint investigations and be Standardized in Body Piercing Infectious Control.
Performs site inspections of regulated facilities to ensure compliance of regulations. Inspects hospitals, physician’s offices, laboratories, nursing homes and other biomedical waste generating facilities for compliance with 64E16 of the Florida Administrative Codes (F.A.C.). Accurately completes inspection forms, with correct application and interpretation of 64E16, F.A.C. and 386 of the sanitary nuisance for the above facilities. Effectively communicates 64E16, F.A.C. requirements to generators. Also, Florida Statute 381 as it pertains to biomedical waste and to environmental health.
Reviews permit applications; identifies environmental impacts associated with proposed activities; reviews the various facilities, biomedical protocols and corrective action plan for compliance with 64E16, F.A.C. Review facility files and file them weekly.
Initiate’s enforcement actions by drafting non-compliance and warning letters and assisting with other enforcement documents. Consults with officials from local and state governmental offices, as well as private companies for enforcement of biomedical waste regulations. Uses Miami-Dade County Health Department administrative procedures to enforce the rules and regulations against biomedical waste generators who do not comply with regulations.
Investigates complaints concerning improper disposal, storage, treatment and segregation of biomedical waste in generating facilities and in public areas. Completes complaint cards and reports in a timely manner with accurate and complete information and correct interpretation of 64E16, F.A.C., and the Biomedical Unit standard operating procedures. Conducts clean-ups of small amounts of biomedical waste, following exposure control guidelines, when the responsible party cannot be determined for the protection of the public. Coordinates with the Department of Environmental Protection for large spills and public dumping or other emergencies.
Develops manuals and training materials and responds to request for information from the general public concerning biomedical waste. Provides in-service training and lectures before large groups concerning 64E16, F.A.C., its application and interpretation.
Inspects tanning facilities to ensure the safe adequate construction of the unit, proper shielding, monitoring and timing devices, uses positioning and warning labels and instructions to protect the users of these facilities from sustaining improper or unsafe levels of radiation. Verifies that employees in the unit are properly trained to ensure public safety.
Inspects body piercing facilities to ensure the minimum sanitary and safety requirements related to the design, operation and maintenance of body piercing salons and temporary establishments.
Performs other related duties as required.
Knowledge, skills and abilities, including utilization of equipment, required for the position:
Knowledge of basic principles of environmental health or one of the natural or physical science, like biology, environmental studies, chemistry, including knowledge of scientific terminology and technology.
Knowledge of basic computer skills to execute program related services.
Skill in methods of data collection including the ability to collect, record, and analyze technical data relating to environmental health.
Ability to understand and apply applicable rules, regulations, policy and procedure related to environmental health, including enforcing regulation.
Ability to establish and maintain effective working relationships with community leaders and others in a stressful environment while providing total quality environmental health services.
Ability to effectively communicate orally and in writing plus the ability to read and interpret written materials.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
